SML# 3.7.1 released

SML# 3.7.1 has been released.
This is a bugfix release. Major changes are the following:
- Fixed segmentation fault occurred when rank-1 polymorphic functions are exported and called from different modules.
- SML# now supports LLVM 12 (currently a release candidate).
